More information from the press release:
… the new DCR-HC38 camcorder has a powerful 40x optical zoom and wide viewing angle, and an on-screen usage guide that explains the menu functions.
All of the new mini DV models deliver a combination of Carl Zeiss optics, Sony’s high-resolution CCD imaging technology, and long battery life. For instance, the DCR-HC28 unit can record up to 14 hours with an optional FH100 battery, which is compatible with all of Sony’s 2007 camcorders and backwards compatible with select 2006 models.
The DCR-HC48, 38, and 28 will also be available in February for about $400, $330, and $280, respectively.

Sony DCR-HC38 Mini-DV Camcorder Reviews
CamcorderInfo has a review of the Sony DCR-HC38 and writes, “The Sony DCR-HC38 ($330 MSRP) will satisfy the entry-level user. It feels good in the hand, looks cooler than the competition, and offers solid automatic controls. The 40x optical zoom is undoubtedly alluring, but remember that holding a steady shot past 10x is nearly impossible, even with the image stabilization. Voyeurs and bird-watchers alike will want to invest in a tripod. On the downside, the abysmal menu design drags down the whole “ease of use” appeal that is Sony’s stock in trade. … For those interested in a little more hands-on control, the HC38 is the last place you should look. Sony offers virtually no manual control and awkward access to the controls they did include.” Link.
Good Gear Guide reviews the Sony DCR-HC38 and writes, “With all the hullabaloo surrounding high-definition video, it’s easy to overlook the abundance of ‘regular’ Mini DV cameras still on the market - many of which remain perfectly adequate for today’s consumer. While they are unable to capture video at a resolution of 1080i, there is still plenty to like about yesterday’s generation; not the least of which is its plummeting price range…For all its faults, this is still a decent unit for the asking price, especially if you’re not too fussed by complicated menus. Plus, the inclusion of a massive 40x optical zoom helps to take the sting out of its assorted shortcomings.” Link.
